Hurst is largely built out — a mature Mid-Cities suburb wedged between Fort Worth, North Richland Hills, and Bedford — so custom home building here is usually a matter of finding the right lot rather than the right subdivision. In practice that means an infill parcel on an established Bell-era street, or a teardown-and-rebuild where a 1960s ranch has outlived its value but the location hasn't. It's a different proposition from picking a floor plan in a production community, and it starts with the ground, not the rendering.

Site first, house second

The best custom homes in Hurst start with the lot. An infill or teardown parcel in a mature neighborhood comes with grown trees worth saving, existing utility taps at the street, and setback and lot-coverage rules that shape the footprint before you draw a room. Older Hurst lots tend to be generous and free of an HOA design committee, which widens what's possible — but the city's zoning still governs height, coverage, and use, and that's the first thing we confirm.

Cross Timbers ground

Hurst sits in the Eastern Cross Timbers, where the surface is typically sandy loam over an expansive clay subsoil that firms to Grand Prairie limestone toward the west — not the deep, uniform Blackland clay of Collin County. It generally drains well, but the clay beneath still moves, so the foundation gets engineered to a geotechnical report for your specific lot rather than a regional default. On many Hurst rebuilds that means a post-tensioned slab designed for the soil actually under the house.

The new-construction permit path

A ground-up home is the most involved permit a homeowner ever pulls. Since February 1, 2021, the plat, any zoning or site-plan action, and the building permit itself are all filed through Hurst's Tyler EnerGov Citizen Self-Service portal (css.hursttx.gov) with plans uploaded as PDFs. The building permit is reviewed and issued while the state-licensed electrical, plumbing, and mechanical trades pull their own permits under it, and inspections run from foundation and framing through final.

Registered per permit, not per year

One local detail worth knowing: Hurst no longer requires an annual contractor registration. Instead every contractor adds themselves to the application under its "Contacts" tab and uploads a U.S.-issued ID and a general-liability insurance certificate, while the electrical, mechanical, plumbing, and irrigation trades attach their state licenses — so the whole team is on file before the slab is poured. Community Development's Building Inspections office sits at 1505 Precinct Line Road.
