Everything in a custom build starts at the ground, and Mesquite's ground is expansive Blackland Prairie clay. It swells when wet and shrinks when dry, and a foundation that ignores it cracks. A custom home here begins with a geotechnical soil report that drives an engineered foundation — a post-tension slab or piers sized to the soil — plus site drainage and grading designed to move water away from the house from day one. Getting the dirt right is the least glamorous and most consequential decision in the whole project.

The permit path for new construction

A ground-up house is the most heavily inspected project the city handles, filed online through Mesquite's Citizen Self Service (CSS) portal at energov.cityofmesquite.com to the Building Inspection division at 1515 N. Galloway Ave. There's a step that surprises first-time builders: before the city issues any residential permit, the applicant — homeowner or contractor alike — must first establish a "Professional License" registration in CSS and upload the required state license and/or photo ID. From there the state-licensed trades permit under the build, and inspections run in order from foundation and rough-in through final.
