It starts underground

Waxahachie sits on Houston Black clay, a textbook vertisol that runs 60 to 80 percent clay — a reactive smectite that swells wet and shrinks dry hard enough to crack a foundation built on assumptions. A custom build is your one chance to get the base right: a geotechnical soils report for your lot, an engineered foundation designed from it (typically a post-tensioned slab or drilled piers), moisture-conditioned pad fill, and a lot graded to code from day one. Doing that right costs a fraction of fixing a finished house that has started to move.

On an estate or acreage lot, especially in the ETJ, the build carries problems a finished subdivision lot already answered: where the home draws water and sends waste if a municipal main doesn't reach it — usually a well and an engineered septic system — how the driveway meets the road, and how the property drains across a much larger footprint of the same clay. These aren't reasons not to build; they're the reason to sequence the civil work, foundation, and utilities as one plan.

Register before you can permit

Waxahachie enforces a step worth knowing: every contractor must hold a current city registration before Building & Community Services (408 S. Rogers St) will issue a permit at all — Code §8-75, valid one year with no renewal notice — with plans filed through the Citizen Self-Service (CSS) portal and residential review targeted at about ten business days. If your lot sits in the ETJ rather than city limits, permitting may run through Ellis County instead. Texas licenses the trades but not a statewide residential general contractor, so the real question isn't a GC license number — it's who registers, orchestrates, and stands behind every licensed trade and the finished house.
