A pool is permitted construction in Dallas, filed through the Planning & Development Department on the DallasNow portal — the Accela system that replaced the city's POSSE and ProjectDox platforms in May 2025 — and it carries strict safety requirements: code-compliant barrier fencing, self-closing and self-latching gates, and the state-licensed electrical work for equipment and bonding. Dallas requires an active general contractor registration on file before it will issue the permit or schedule inspections. This is the real difference between a pool-only builder and a general contractor: when the pool, the decks, the outdoor kitchen's gas and plumbing, the electrical, and the structural grading all belong to one accountable team, the backyard comes together as a single project instead of a stack of subcontractors.
